Once value is established, will it change?

Yes. Once the Assessor has established the value as of the date of transfer or the date of new construction the Assessor is required to increase the taxable value by a maximum of 2% per year. This indexing continues to happen every year unless the Assessor concludes that this increase will result in the new value being higher than the property would sell for if exposed to the open market.
